Student Fee Advisory Committee Meeting Minutes February 5, 2018

Present: Suini Torres, Bryna Haugen, Regina Gomez, Gina Tu, Ashley John, Lucy Rojas, John Steele, Lisa Bishop, Ian Gregorio, Kiryl Karpiuk, Amanda Kazden, Alice Malmberg

  1. Announcements, Approval of Agenda and Minutes

a. Approval of Agenda

i. Gina motions to approve the agenda. Regina seconds the motion. Motion carries.

b. Approval of Minutes – tabled to February 12th c. Announcements

i. Please send winter quarter office hours to Lucy and Suini ii. Spring CSF meeting will be April 6th and 7th in Oakland and Berkeley. Contact Suini if you are

interested in attending. iii. SUA food pantry opens today. iv. Blood drive is scheduled for Wednesday from 9am -2pm at Stevenson Event Center. v. Bryna encourages everyone to get a flu shot.

  1. Campus Based Fees Presentation

a. TAPS – see presentation provided by Larry Pageler

i. TAPS is proposing a fee increase to the existing transportation fee. ii. Metro accounts for 26% of all trips to and from campus. iii. Ridership is up 3.3% in fall quarter. iv. Articulated buses will continue through spring. v. Last year ridership went up, probably because new class change. vi. Next four years, we expect 2800 more students on campus, this will have a further impact on

ridership.

vii. Operating costs, payroll for drivers and mechanics, have been increasing an average of 5% each

year; this was not accounted for in the 2006 fee increase.

viii. TAPS is in a $3 million deficit as of last year. Planning & Budget will provide $865,000 in central funding to help pay down the deficit. The deficit was impacted drastically in the last few years as costs have increased and we had to buy back service that Metro canceled at a cost of $600,000.

ix. Larry explains that there may be further reductions in service if the referendum does not pass. x. Question: will there be any cuts to disability van service? Larry responds no, ridership is up 30%. xi. The fee includes a sunset in 2038. xii. Larry explains that this financial plan assumes we are using diesel fuel but we could possibly

secure external grants to purchase electric buses.

xiii. Larry explains that in the referendum, it is proposed that SFAC become an additional

consultation body on transit services.

xiv. Bryna comments that she is pleased to see the protection of access and disabled van service.

b. Testing Materials Fee

i. Jessica returns and explains that she has made changes to the fee language based on feedback she received. There is now sunset clause for 10 years from now. She has increased the number of blue books. She created a student intern position under the VPAA. Green scantrons have been added in.

ii. Jessica explains that she consulted with Vice Provost Richard Hughey who confirmed that

notification to faculty would occur through departments.

iii. Questions:

  1. Summer is not included? Corect.
  2. What happens if faculty don’t show up to pick up the testing materials?
  3. John is concerned about the work load and shift of work load to academic side and

departments. Jessica says that she has consulted with four departments who would be most impacted.

  1. Bryna says that the shift of being provided testing materials make sense, but she does have a concern regarding the ongoing management of logistics and the program. Jessica responds that hiring a person to be dedicated to this project will help. Consulting with Committee on Educational Policy and Academic Senate Chair will also help in determining ongoing logistics.

  2. Jessica explains that she will purchase directly from the manufacturer.

  3. Amanda states that the language “no end date” needs to be updated.

  4. Jessica says that she sent a copy of the language to the bookstore director.

  5. Bryna asks whether staff in the bookstore would be impacted should this work go away?

  6. Funding Proposal Review

a. We have lost quorum so we can’t discuss proposals today. b. Suini explains that the weekend meeting will be March 2nd or 3rd

  1. Discussion on TAPS referendum

a. Moving the negative balance to central campus will help; this is a key takeaway. b. Gina asks what happens if the referendum doesn’t pass? They will need to cut services. c. Why is the increase being font loaded in year one? d. General sentiment is that this needs to pass. e. TAPS needs to do more educational campaigning on encouraging more walking to reduce ridership.
