      1. CSF Meeting at UC Merced, March 7th - 9th
        1. Mel is interested in attending; Marshall will attend as well. Trey will attend the meeting.
        2. Lucy will make hotel reservations, and car reservations. Marshall and Mel will share the driving responsibilities.
    2. In-Person Meeting confirmed for February 11th. We will do a group photo and also share a meal. Please fill out the Food Form
    3. Pullover Order form. Please add your size and preferred color (colors need to be ordered in minimums of 6 so we’ll see how the preferences shape up and then decide).

Deliberation:

    1. Proposal #2: TAPS Solar Electric Vehicle Charging Station Hardware and Software Update
      1. Tabled to next week while we wait on information.
    2. Proposal #6: Expanding Experiential Learning Opportunities & Supporting Student Employment
      1. Carry forward for experiential learning - $24,517. Discussion regarding this was likely swept based on the campus budget reductions and what was stated on the funding proposal.
      2. Mel is thinking about funding 1 or 2 employees. $17,680 for two employees. 10 hours per week @ $17. $18,567.54 including benefits. Trey seconds the recommendation to fund two student employees.
    3. Proposal #9 Fund the Rachel Carson College Garden
      1. Lisa shares that the carryforward for RCC College Government is 100% of the operating budget for the last three years, a total of $50K in carry forward.
      2. Mel explains that folks may not understand that they can go to their college governments for these kinds of requests and that the college governments have these funds available.
      3. Manel says that we should make sure to provide this feedback to the candidates.
      4. Trey says that some colleges have a maximum amount for projects, like at Kresge it’s $500 so a group would not be able to fund a project like this completely.
      5. Mel is not saying to not fund this project, but would like the authors to receive information about other possible fund sources.
      6. Lisa says that some of the college governments may want to c: $9,552. consider increasing funding award minimums.
      7. Trey is fine with a partial award.
      8. Marshall suggests funding the garden manager and supplies: $9552. Work with your programs office on fliers. We can’t fund the educational coordinator because it relates to a class for credit. Mel seconds the recommendation. No objections.
    4. Proposal #13 UCSC Center for Racial Justice: Funds for 2025-26 Public-facing Project
      1. Trey asks about carryforward. On the application, it says they don’t have a carryforward. On the budget sheet there is mention of $489 under credits.
      2. The funding request is for a GSR. Trey suggests that we look at $10,101 for one quarter, for 20 hours per week for salary and wages. Mel agrees. There are no objections. Specify that this can’t be used for tuition and fees.
      3. Lisa says that student employees are meant to be undergraduate. The committee confirms that the funding will be used for wages and not for fees or other educational expenses, which SFAC funds can not cover.
    5. Proposal #16 STARRS Programs & Services
      1. Mel was reviewing #1 asks. They are asking for a printer but there are many printers around campus where students can print for free.
      2. Marshall says that he really wants to fund the student parenting food cards fully. This is a program that goes directly to student parents. $10,000. Mel agrees with Marshall. The very actives student parents graduated
      3. Discussion regarding the operating budget. They have several restricted funds in STARRS.
      4. Discussion regarding $15,000, $5000 toward the free shop items and $10,000 for meal cards. Marshall proposes; Trey seconds. Mel agrees. No objections.
    6. Proposal #19: Stevenson Cowell Community Garden Enhancements
      1. Trey asks if we can review the Stevenson and Cowell student council’s carryforward from last year. LIsa shares there was a $100,000 carryforward last year between the two groups.
      2. Mel says that we usually focus on student jobs, etc. Because this is two colleges combined, she is thinking about programming and supplies. $3115 is the total but maybe it makes sense to refer them to their college governments.
      3. Trey points out that the group didn’t note priorities.
      4. Marshall explains that sustainability is important and if we fund supplies and one-employee, they may be able to find volunteers.
      5. Trey suggests funding the supplies, programming and one employee for 30 weeks, 7 hours per week, $18 per hour, $7085. Mel agrees. No objections.
    7. Proposal #22: Resource Centers Food Pantries
      1. Written comment from Wahaj: I am not sure of the exact number but we should fund this as much as possible if it aligns with the SFAC goals.
      2. Mel says that her first thought was to cut the funding request in half, $27K. Mel says that she wishes each RC had submitted their own proposal. Students really benefit from the food pantries around campus. Mel’s second thought is to fund the ERCs, Cantu, and Cardiff House food pantries but not the Study Jam event - $30,000. We could also reduce and look at quarterly costs.
      3. Marshall suggests discussing the next proposal first since they are related and both from the resource centers.
      4. Trey is considering a recommendation to fund each pantry at a reduced amount. Marshall agrees and is considering funding two quarters for each pantry.
      5. Concerns raised regarding EBT will be impacted.
      6. Marshall suggests $20,000 to fund the three pantries for two quarters.
    8. Proposal #23: Resource Centers Student Employees
      1. Marshall notes that AAPIRC is also asking for student employees in proposal #48. Lucy will provide some feedback. This is important to note because there is a consolidated request for all of the 6 resource centers in #23
      2. Marshall makes the point that SFAC is to act as one-time funds to bridge funding gaps, new programs, etc. The very fact that these positions relied on Covid relief funds means that these positions were vulnerable from the onset. There are so many other good programs. Not sure if we should continue to fund positions that were created during Covid …this is difficult to say but funds are not coming back. We can’t continue to fund expenses with one-time funds that are really ongoing expenses.
      3. Mel reminds the group that we continue to let authors know that SFAC is not a reliable source. We had a significant decrease in our available funds as well. Maybe we need to do more education about this.
      4. Given the discussion, Marshall asks what is a number folks feel comfortable with?
      5. Trey asks if the current budgets are being spent.
      6. Marshall suggests either funding 3 interns and asking the RCs to share, or fund the positions at a reduced rate. We could also provide a flat rate and ask the RCs to allocate in the most effective way possible.
      7. Marshall suggests $24,811 for wages. Trey seconds. Mel agrees. The notes should include feedback about finding funding for Covid positions or sunset positions.
